This open-access blended session (on-site and online) reclaims the active role of spectators as cultural rights holders. Inspired by the Living Manifesto approach, it highlights that audiences are not passive recipients but key agents within cultural ecosystems.

Through participatory initiatives and public policy perspectives, the session explores frameworks that place audiences at the centre of cultural rights. New institutional strategies are proposed to recognise, activate, and protect the cultural agency of individuals and communities through inclusive, rights-based cultural governance.
