The aim of the debate “Protecting artists at risk and cultural rights” is to raise awareness of the effects of war and conflict on the cultural life of populations, and to reflect on United Nations guidelines regarding the deliberate destruction of heritage and the impact of armed conflicts. This event, bringing together diverse cultural and social actors, seeks to promote solidarity with artists, performers, creators, etc., who must leave their country or city due to war or conflict, and to present initiatives offering them refuge and support. The session will include interventions on actions undertaken by various organisations in Barcelona, as well as research on the legacy of Pau Casals in this field. All of this will take place within the framework of implementing and applying cultural rights. Meanwhile, the Gabeiras Foundation, established in 2016, is dedicated to research, advocacy, and dissemination in the field of cultural rights. As part of its work, at the beginning of 2023 the Foundation launched a multidisciplinary working group to address the ongoing debate on “culture as a basic good.” The debate “Culture as a global public good” will present the work carried out so far by the group, as well as contributions from leading figures in the Latin American cultural sector, with the aim of comparing different approaches that seek to answer questions such as: what do we mean by culture as a basic good, how do the different concepts differ, and what future does this new theoretical framework suggest?
